Our common properties are for the use and enjoyment of all homeowners and their guests.

Our common properties

The Homeowner rights to access and use the Common Properties are addressed in the Covenants, ARTICLE IV. RIGHTS OF ENJOYMENT IN THE COMMON PROPERTIES.  In addition to the guidance provided in the covenants, the HOA Board has maintained that quests using the Common Properties be accompanied by a homeowner.  This rule has been in effect since the community was first established.


Some horse owners leave equipment at the Center rather than transport it to the Center whenever they want to use it.  I don’t think anyone objects to your using it.  If you do, please leave it like you found it.  We are also finding litter around the premises.  We have no outside trash receptacles or pickup service provided for the Center either inside or outside.  If you use it, please pickup, cleanup, and remove your trash from the premises.


Proof of Negative Coggins


The Texas Animal Health Commission has issued code that requires a negative Coggins test wherever horses congregate.  A description of the virus and the testing requirements may be found in “Texas Administrative Code, Title 4. Agriculture, Part II. Texas Animal Health Commission, Chapter 49. Equine”.  To this end, we are asking that all horses brought into the community have an Equine Infectious Laboratory Test, VS Form 10-11 on file with the HOA to verify negative Coggins.  The test report on file must be kept current.  Normally, a Coggins test is valid for twelve months.  An exposed horse must be retested.

Release of Liability Agreement

We ask that each guest who participates in horse riding activities complete a “Rollins Hills Estates Equestrian Center Adult Participant’s Release of Liability Agreement.”


The completed Agreement must be on file with the HOA.
